They are under the local executive of the provinces which is under governors control. All projects in the provinces are initiated by those provincial governors. These three branches of LGU's are centralized under the National Government to implement policies and development program of the government.
I don't understand why people always asking the president to improve their localities. Even the rural health clinics and other barangay problems will blame to the President or asking help from the President...
It's not the jobs of the President to see all these things. There are local officials to see those problems. Not fault of the President if those development not implemented. This must be blame to the governors and municipal mayors...

Hehehe. Maybe they feel they will get what they need faster if they appeal to the president. =P
